Full-time Administrator/Administrative Staff Analyst, MII - New York, NY 10013

The agency uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.The Administrator for the office of the Chief Operating Officer/Executive Deputy Commissioner (“COO”) Will directly report to the COO and be responsible for managing the administrative areas of personnel (PS) and other-than-personal-services (OTPS) budgets and human resources (HR); and will provide general administrative and fiscal management and support for the COO, the Chief of Staff (COS) and the Commissioner of Health (COH) (the “Executive Offices”)..The Administrator will have duties including but not limited to:Administrative Management •        Serve as advisor to the COO on all directly reporting divisions including Administration, Finance and Financial Planning, Informatics and Information Technology, Emergency Preparedness and Response, and Audit Services.•        Provide administrative direction to the Executive Offices on all matters pertaining to PS and OTPS budgets and expenditures.•        Recommend administrative policies and management guidelines for the Executive Offices based on overall DOHMH directives and requirements.•        Coordinate the hiring, recruitment and placement of all staff within the Executive Offices.•        Review and authorize all personnel packages for new hires, promotions, dismissals and other HR actions to ensure compliance with City personnel policies and procedures for the Executive Offices.•        Conduct analysis of headcount and staffing patterns for the Chief Operating Officer.Budget/ Fiscal Management:•        Work with the Office of Budget Administration (OBA) to develop the annual PS & OTPS budget allocations for the Executive Offices.•        Oversee the procurement and contracting of services process of all programs within the Executive Offices.•        Coordinate new need requests and PEG exercises for the Executive Offices.•        Provide COO with monthly budget projection reports.•        Participate in the development and implementation of plans to correct identified deficiencies and resolution of budgetary problems within the Executive Offices.•        Monitor program budget for the Executive Offices to ensure money is being spent efficiently and that deficits will not occur. Preferred SkillsExtensive knowledge of the principles of organizational and administrative practices and techniques; excellent knowledge of New York City administrative, personnel, budgetary, purchasing and contracting procedures; ability to analyze and interpret program objectives, plans and goals; ability to analyze and monitor budgets, personnel and administrative actions using computerized applications; excellent analytical and statistical skills; knowledge of Federal, City and state funding sources; ability to communicate to top level management staff; excellent oral, written and communications skills.Experience Required: 1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two (2) years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area, eighteen (18) months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or2. A Baccalaureate degree from an accredited college and four (4) years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in (1) above.NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.The City of New York/ NYC Department of Health and Mental Hygiene is an Equal Opportunity Employer.
