Assistant Commissioner, Network Technology ServicesThe nation's leading local health department seeks a motivated, dynamic Assistant Commissioner of Network Technology Services to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.The Assistant Commissioner ' Network Technology Services will act as the single point of accountability for delivering all network technology services solutions. The ideal candidate is expected to lead various innovative projects that make significant changes in the way the enterprise and our divisions operate. He / she will also ensure their projects are of high quality, are cost effective, and are strategically aligned with business and technology objectives. This role relies on experience and sound judgment to plan and accomplish goals.As the Assistant Commissioner of Network Technology Services, your duties will include:-- Leading various enterprise level IT projects, managing multi million dollar IT budget for daily operations, strategically evaluating, acquiring and implementing technologies for business improvement, specialized in public health background and public health regulatory environment.-- Leading a group of 65 IT network professionals, managing a complex WAN/LAN network infrastructure and 10,000 desktop computing environment including 55 WAN sites, multiple DMZs, 6000 internal users Active Directory/eDirectory services, 23,000 public health providers LDAP directory services, Exchange Email system and Blackberry service, an IT HelpDesk operations with tracking/managing 4000 service calls monthly, provide high standard customer services to DOHMH users and business.-- Managing a large mission critical application portfolio hosting environment including Electronic Birth/Death Registry, Health Alert Network, Immunization Registry, GIS, A1C Registry, WTC Registry, Dog Licensing, EMR and Electronic Disease Reporting, Food Inspection, PACS for health clinics and health care, etc. Standardized Wintel host platform, MS Windows 2000/2003, SQL 2000/2005, EMC SAN (Clariion and DMX3), IIS, Java and .Net, NPS Portal/Websphere Portal.-- Leading DOHMH DR Data Center Built-out to provide the agency's Data Center and mission critical applications/data replication online/real time capability for emergency and business continuity: environment assessment and built-up, budget planning, request and allocation, data classification for async and sync communication determination.-- Leading DOHMH new Health Building (2 Gotham, LIC) technology selection, determination, and implementation. Coordinate with DoITT, DCAS and DOHMH Architecture Engineering program to decide the most state of art IT technology to deliver data, voice and video services to DOHMH business in the new building, including IP Telephony, video-conferencing, wireless LAN/WAN, Emergency Command Center (war room), scanning center technology, GIS center technology, streaming audio/video technology, data security and encryption, potential DOHMH Data Center migration, etc. Planning, evaluation, financial and technology proposals, and project management.-- Complete Data Center consolidation, storage networking oriented data and applications migration, software and database standardization, and legacy system and environment elimination, tier-ed-ed security infrastructure and tier-ed storage SAN environment implementation.-- Leading NYCMED - IBM Websphere Security Portal technology and Identity Management workflow and process, construct the new DOHMH extranet portal website - Portal Security Infrastructure for fully replacement of NYCMED portal, build and implement the agency's intranet from the traditional HTML static pages to Portal/portlets based, provide work flow process for identity management and content management, and reconstruct WTC portal.PREFERRED SKILLS:At least 7 - 10 years IT operational experience as the overall project manager of large technical projects and implementation; should have hands-on experience in managing enterprise-wide solutions; excellent communication and writing skills; ability to work with end-users, technical staff, and upper management; solid understanding of Microsoft Windows and Active Directory platform; solid understanding Data Center Operations; solid understanding network infrastructure management; data and instrastructure security, storage networking, and certification on any industry IT professions is desired; at least 5 years documented hands-on experience as the overall project manager of large technical projects, following a formal, documented methodology.NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.The City of New York/NYC Department of Health and Mental Hygiene is an Equal Opportunity Employer.To apply visit www.nychealthcareers.com ; jvn search: 138320
