Senior Director of Labor and Employee RelationsThe nation's leading public health agency, The New York City Department of Health and Mental Hygiene (DOHMH) is seeking a Senior Director of Labor and Employee Relations.This position will report to the Assistant Commissioner of Human Resources and Labor RelationsYou will provide direction, supervision, leadership, guidance, consultation and management to the staff in these programs. You will be responsible for effecting progressive, productive and cooperative working relations between a labor-management force of approximately 6,500 agency personnel, as well as with 29 union locals and their representatives. The duties for this position also include, but are not limited to, representing the Agency at the Mayor's Office of Labor Relations and Office of Collective Bargaining; participating with the aforementioned staff in formulating and implementing agency policy; interpreting and ensuring implementation of contractual agreements, provisions and economic obligations; administering the agency grievance review and disciplinary appeals proceedings; and directing, training, coordinating and monitoring the activities of the Office of Labor Relations.Specific Duties and Responsibilities:• Serve as agency representative to the New York City Office of Labor Relations, and as a member of the City Bargaining committee in all contract negotiations involving Department of Health and Mental Hygiene titles, with authority to make decisions for the agency. • Represent the agency as authorized representative of the agency head in all Step 3 hearings at the New York City Office of Labor Relations, in mediations and arbitration proceedings at the New York City Office of Collective Bargaining and in all dealings with Labor Relations Directors of other city agencies.• Administer agency grievance review and disciplinary appeals proceedings, and serve as Step 2 agency review officer empowered to render final determinations on the agency head's behalf.• Advise all level of management on the proper handling of general labor problems, existing or anticipated. Identify basic issues, legal and contractual obligations, and the human relations dynamics in labor-management conflicts. Evaluate and recommend options available for resolution of union-management differences. Formulate and aid in the implementation of appropriate management responses to problem situations which will foster harmonious and productive employee relations.• Maintain ongoing liaison with all union representatives and coordinate and participate in all labor-management meetings as requested by union or management.• Manage and oversees the design, development of proposals, recommendations and implementation of policy regarding the operations of employee relations programs which support a workforce of 6,500 employees.• Assist the Human Resources Central Office with functional transfers and layoff procedures.• Conduct Labor Management meetings as needed.• Oversee Employee Recognition Programs such as Distinguished Service Awards; Annual Employee Recognition; Employee of the Quarter and other employee relations initiatives.• Assist Human Resources Central with personnel administration.• Assist division in civil service and personnel policy inquires and interpretation. Skill Requirement • Minimum Bachelor’s degree and executive, managerial, administrative or supervisory experience required.• Knowledge of New York City Collective Bargaining Laws, Civil Service Rules and Regulations, personnel rules and regulations of the New York City Department of Citywide-Administrative Services.• Knowledge of NYCAPS/ PeopleSoft.• Trained and skilled in personnel administration and labor relations.• Superior ability to communicate orally and in writing.• Strong people and advocacy skills.• Excellent judgment and the knowledge and ability to make independent decisions.• Ability to produce reports and conduct Data Analysis.NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.The City of New York/NYC Department of Health and Mental Hygiene is an Equal Opportunity Employer.
