DIVISION/PROGRAM DESCRIPTION: *The Bureau of Environmental Surveillance and Policy (BESP), Division of Environmental Health, within The New York City Department of Health and Mental Hygiene (DOHMH), is seeking a Medical Director to serve as Assistant Commissioner with wide latitude for independent judgment and initiative. The Assistant Commissioner will act as the coordinator of grant-funded programs related to environmental public health tracking, provide support to the Deputy Commissioner on matters of environmental epidemiology and environmental health policy, provide analytical data, data systems development, surveillance and program support to the Bureaus within the Division of Environmental Health. This position requires developing short- and long-term planning for the operation and functional goals of the Bureau of Environmental Surveillance and Policy (BESP). JOB DESCRIPTION: *• The Assistant Commissioner is responsible and accountable for the formulation, implementation, technical direction, coordination and management of environmental epidemiology-related objectives, priorities, policies, protocols, activities and productivity standards for the Bureau. The Assistant Commissioner is also responsible for program development, public communication, stakeholder involvement and funding development in the areas of environmental research and epidemiology, including the New York City Community Air Survey, tracking of environmental public health indicators and pesticide risk analysis and surveillance. The Assistant Commissioner will have principal responsibility for overseeing the implementation and enforcement of Local Laws 36 and 37 of 2005 related to neighbor notification of pesticide use and municipal agency use of pesticides. In that capacity, he/she will serve as liaison to senior policy and program personnel in multiple City agencies that conduct or contract for pest control services and complete annual plans and reports to the City Council. Moreover, he/she will also serve as the designated chair of a committee that determines whether waivers from pesticide prohibitions should be granted to agencies. Specific responsibilities of the incumbent will include: • Assume the ultimate responsibility for the direction and oversight of the Bureau of Environmental Surveillance and Policy and direct the development, administration, coordination and integration of a wide network of services that the Bureau provides. Develop and maintain an organized structure to facilitate and attain BESP objectives. Develop and monitor the tasks and standards for direct subordinates.• Evaluate research outcomes from research and cooperative agreement programs as they relate to surveillance and policy; communicate the progress of grant programs and grant-funded initiatives to fund raisers and sponsors (CDC and NYC Department of Environmental Protection), attend fund raiser-sponsored meetings and represent the interests of the Department. The Assistant Commissioner authors public communications, scientific articles and other documents for the public, and reviews Bureau staff’s written work for similar audiences.• Formulate Division-wide policy initiatives and legislation to improve environmental health issues and the quality of New York City environmental concerns by playing a coordinating role among the Bureaus, drafting and editing Health Code Resolutions, commenting on City Council legislation, preparing policy briefings, writing testimony, engaging and seeking the input of stakeholders (e.g., universities, advocacy and industry organizations, content experts), and in working with the media. • Oversee the development, initiation and implementation of systems analysis, operational research and project management programs in order to solve operational and systemic problems, improve productivity and enhance daily administrative processes. Collaborate with various inter-intra Agencies to develop and implement appropriate automated methods for system oversight.• Identify new budget needs and represent the Bureau in budget negotiations with the Office of Budget Administration. Develop funding and refund proposals, track spending and develop spending plans. Oversee new staffing requests and participate in the meet with the Deputy Commissioner in the formulation of said plans.• Propose and organize seminars pertaining to the Bureau of Environmental Surveillance and Policy’s work; represent the bureau at relevant national and local conferences and meetings.• Present and explain the Bureau’s activities to senior agency personnel and groups outside of DOHMH.• Oversee environmental and epidemiological research and investigations, in particular the New York City Community Air Survey, Environmental Public Health Tracking, and pesticide risk analysis.• Work with other Divisions and Bureaus within DOHMH and programs at DEP, City Planning and other City agencies on environmental issues, policy and concerns.PREFERRED SKILLS: Experience in program management, planning, development, implementation, and evaluation; solid experience in research methods and experience in fiscal management; knowledge and experience in epidemiologic design and analysis, assessment, evaluation of public health approaches and policy issues; knowledge of bio-statistical methods and data analysis; strong knowledge in Contract development, implementation and negotiation; ability to effectively communicate in large public forums; strong knowledge of Policy analysis and development; knowledge of relevant city, state and federal laws and regulations, and ability to interpret and apply them;ability to work rapidly and effectively in a high-profile environment; strong supervisory, administrative and organizational skills.QUALIFICATION REQUIREMENTS:1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or2. A combination of education and/or experience equivalent to that listed in “1” above. However, all candidates must have a valid license to practice medicine in the State of New York, and one year of medical practice in an administrative or supervisory capacity.
