DIVISION/PROGRAM DESCRIPTION: The New York City Department of Health and Mental Hygiene, the nation's leading local health department, seeks a motivated and dynamic Director for its Cancer Prevention and Control Program to provide leadership and direction in the development and implementation of the Cancer Program initiatives.The mission of the Cancer Program is to reduce the incidence of the disease and its mortality, and to promote prevention initiatives to protect the health of at-risk New Yorkers. The Cancer Program is focused on the development of programs and interventions that address prevention, improved early detection and treatment of cancer. The Cancer Program has focused on colorectal cancer, which is a preventable cancer with the lowest rates of screening. The Cancer Program also conducts activities to insure that breast and cervical cancer screening rates are sustained. It has a particular focus on disparities in screening, diagnosis and treatment. JOB DESCRIPTION:Under the supervision of the Assistant Commissioner of the Bureau of Chronic Disease Prevention and Control, the Director of the Cancer Program will be responsible for strategic planning and implementing programs to prevent cancer in NYC and improve care and reduce disparities.DUTIES• Develop long-term and short-term program goals, objectives, and priorities.• Coordinate activities with resources within the DOHMH.• Collaborate effectively with external partners necessary for program implementation and expansion.• Present and explain the Bureau's activities to senior agency personnel and groups outside of DOHMH.• Identify new research opportunities in order to explore new program areas. • Mobilize funding plans to sustain and expand programs.• Develop and comment on proposed regulations, standards, guidelines and legislation regarding cancer prevention and control issues.• Represent the bureau at relevant national and local conferences and meetings.• Recruit and hire personnel according to hiring plans and needs.• Supervise and manage program staff.• Manage the Program budget.• Oversee the management of program contracts.PREFERRED SKILLS:• Experience in program management, planning, development, implementation, and evaluation; experience with colon, cervical and breast cancer prevention programs preferred • Ability to manage multiple initiatives in complex bureaucracies • Familiarity with research methods and program evaluation. Knowledge of bio-statistical methods and data analysis preferred • Knowledge and experience in epidemiologic design and analysis, assessment, evaluation of public health approaches and policy issues• Experience in fiscal management • Experience in writing grant proposals and program reports and making presentations • Ability to effectively communicate in large public forums• Knowledge of policy analysis and development• Ability to work rapidly and effectively in a high-profile environment• Strong supervisory, administrative and organizational skills • Experience in collaboration and partner development both within complex organizations and with external partners. QUALIFICATION REQUIREMENTS:1. A Baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work; or2. Education and/or experience equivalent to “1” above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in “1” above.NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
