BLOOD BANK MEDICAL TECHNOLOGIST Naval Medical Center in San Diego, CA Qualifications:  US Citizens only Possess and maintain either: •        a current licensure in the State of California as a Clinical Laboratory Scientist OR •        a current certification and registration as a Medical Technologist by the American Society of Clinical Pathologists (MT-ASCP) OR •        a current certification and registration as a Medical Technologist by the American Medical Technologists (MT-AMT). •        PLUS = Possess a minimum 1 year of full time post  licensure or certification experience in routine, intermediate and comprehensive laboratory procedures within the last 3 years as a Medical Technologist in a clinical facility of similar size and complexity. •        Current Basic Life Support Certification (CPR Card) approved by the American Heart Association is required for all personnel working at the Naval Medical Center San Diego. A.        MAJOR DUTIES:         1.        Serves as medical technologist of the Blood Bank Division of the Laboratory, with responsibility for performing a wide range of manual and automated laboratory assays, both routine and special, on various body fluids, particularly blood and blood products; evaluating abnormal results; using and maintaining equipment; and setting up and monitoring quality control.         2.        Independently selects and performs procedures that are appropriate for the request for service and congruent with patient considerations.  Performs reflex testing as required without specific request by professional medical personnel.         3.        Operates a laboratory computer system with respect to entering, editing, canceling, creating and reprinting work documents, verifying and, if necessary, correcting patient information and results.  Interacts with computer programs to control sophisticated laboratory instrumentation directly interfaced with the computer system.  Correlates data and converts to prescribed units (as needed) for reporting.  Verifies results, usually without further review.  Generates written and computerized laboratory reports and sends results to appropriate individuals.  Also reviews and verifies laboratory results and reports generated by lower-grade laboratory personnel.            4.        Interprets all Quality Control (QC) data and detects shifts, trends and unacceptable results.  Helps to establish and write procedures and methods related to QC, ensuring specificity, accuracy of results and equipment validation.         5.        Identifies unexpected and/or abnormal results/conditions that cause erroneous results (conditions of test performance and instrument malfunctions).  Takes appropriate action to make corrections and solve problems.  Conducts literature search if indicated.         6.        Sets up and develops protocols for new standard and nonstandard procedures by conducting literature searches, if applicable; performs analyses as described and evaluates methods to determine if objectives are met; establishes normal ranges for testing performed and utilizes statistical methods as required; and writes procedures in accordance with accrediting agencies.         7.        Insures that the areas which the medical technologist oversees conform to all laboratory quality assurance and safety standards as required by the Laboratory Quality Assurance and Safety Manuals, JCAHO, College of American Pathologists (CAP) and other appropriate accrediting agencies.  This includes writing and establishing procedures and techniques needed to validate methods and equipment functions.  Performs proficiency testing as required by JCAHO, CAP, and other accrediting agencies.  Results of tests are usually reported without further review.         8.        Calibrates, standardizes, adjusts and maintains equipment, and instructs other laboratory personnel in these operations.  Performs routine maintenance, verifies correct equipment operation and establishes maintenance schedules for equipment used.  Identifies common problems and their causes, and makes simple repairs.  Orders supplies and plans for equipment purchases, as needed, to insure uninterrupted service.            9.        Instructs and trains technical personnel in the theory, principles and practices of medical technology.  Teaches troubleshooting, operation and maintenance of analytical instrumentation.  Actively participates in department inservice training, including lecture presentation to medical staff and students.         10.        INFECTION CONTROL:  Responsible for compliance with infection control guidelines and practices universal precautions.            11.        ENVIRONMENT OF CARE:  Responsible for the safe and effective operation of equipment used in patient care and contributes to a safe working environment.  This includes safe practices of emergency procedures, proper handling of hazardous materials and maintaining physical security.  A current list of medical equipment/machinery used is on file within the work unit.         12.        PERFORMANCE IMPROVEMENT:  Supports and participates in performance improvement (TQL) processes commensurate with the position. B.        Knowledge Required by the Position:         1.        A professional knowledge of medical technology principles, theory and methodology to plan, perform and direct others in the performance of routine or specialized, standard and non-standard studies in the Core Laboratory Section.  Assignments require advanced knowledge of theories and principles specific to Chemistry, Hematology, Urinalysis, Coagulation and Therapeutic Drugs.            2.        Knowledge and skill to interpret normal and abnormal results with the ability to recognize aberrant or out-of-control data; knowledge to suggest reflex testing to further delineate a given set of circumstances.         3.        Knowledge of the proper methods of evaluation, validation and implementation of standard test procedures; knowledge of JCAHO and CAP accreditation requirements, as well as laboratory quality assurance policies, and skill to formulate and carry out effective procedures to satisfy requirements.            4.        Ability to interact with the laboratory computer system with respect to entering, editing and verifying clinical data.  Ability to use computer programs to control laboratory instrumentation directly interfaced to a computer.         5.        Knowledge and skill sufficient to use and maintain complicated instruments (e.g. Hemacue, donor scales, Welch Allyn Blood Pressure Machine, DBSS, tripscales, LX20, Centaur, Atlas, GEN*S).  Knowledge of technical, physiologic and mechanical indicators of malfunction (e.g. test conditions, patient variables) sufficient to locate and correct errors.  Knowledge and skill in equipment validation and quality control, as well as planning for maintenance and repair.            6.        Knowledge of appropriate safety policies as guided by the laboratory safety program and other agencies, such as the JCAHO, CAP, and OSHA.         7.        INFECTION CONTROL PROCEDURES:  Knowledge of the proper procedures for handling, storage, and disposal of infectious wastes.  Knowledge of universal precaution procedures to prevent the spread of infections.  Knowledge of the requirements specified in the infection control guidelines.         8.        ENVIRONMENT OF CARE:  Knowledge of the procedures for safe operation of medical equipment user manuals or other similar documentation.  Knowledge of the general procedures for safe working performance, including general safety procedures, identification, handling and storage of hazardous materials, physical security, and the reporting of incidents.         9.        INFORMATION MANAGEMENT:  Knowledge of proper procedures for locating, obtaining, using, creating, disclosing and safeguarding general or patient-specific information pertinent to assigned duties.
