DIVISION/PROGRAM DESCRIPTION: The Bureau of Chronic Disease Prevention and Control seeks to reduce the burden of chronic diseases - heart disease, stroke, cancer, diabetes and respiratory diseases - affecting the city's residents. Chronic diseases are responsible for the vast majority of deaths and hospitalizations among New Yorkers and also contribute significantly to a diminished quality of life.The Bureau's approach is three-pronged:1. to prevent the development of chronic diseases by addressing major risk factors, such as physical inactivity, poor diet, high blood pressure, and elevated cholesterol;2. to prevent or lessen chronic illness through improved screening, education and early detection, and ;3. to improve quality of life for those with chronic illnesses by strengthening their self-management skills and by working with health care providers to improve care.JOB DESCRIPTION:Under the guidance of the Assistant Commissioner, but with wide latitude for the exercise of knowledge, judgment, and independent decision-making, the Director of Research & Evaluation will be responsible for planning and implementing program and policy evaluations, conducting primary and secondary data analyses, ensuring consistent and timely reporting, convening and coordinating project workgroups as needed, supervising grant staff and supporting and supervising program evaluation staff as needed.Duties will include, but are not limited to:•        Identify strategies to create synergies among research and evaluation projects and staff in the Bureau and Agency.•        Design and implement evaluation plans for new and ongoing projects for all for the Bureau's 5 program areas (Physical Activity & Nutrition, Built Environment, Cancer, Cardiovascular Disease and Diabetes).•        Identify and develop opportunities for making contributions to the public health literature.•        Manage and track a portfolio of key projects.•        Oversee CPPW Enhanced Evaluation grant and all related activities.•        Develop analytic plans and analyze CHS, YRBS, census and other data in support of bureau program evaluation efforts.•        Coordinate field activities including data collection and data management.•        Analyze data using SAS and/or SPSS.•        Prepare summary tables, figures, maps and write reports to present findings for publication and presentations to the Agency and the public.•        Prepare grant requests for projects under the Director of Research & Evaluation's responsibility.•        Prepare and manage IRB applications.•        Serve as bureau liaison to the Bureau of Epidemiology to coordinate efforts between the two bureaus, including data requests, developing analytic plans and fostering collaborations where appropriate.•        Provide any additional research and evaluation support as necessary for bureau programs.•        Draft and coordinate the submission of scientific articles and other reports.•        Other duties or tasks may be assigned on an as-needed basis.PREFERRED SKILLS:Strong background in public health; knowledge of physical activity and nutrition programs and approaches for obesity prevention;ability to supervise and train assigned staff; ability to work independently and as part of a team; demonstrated facility with survey administration, data collection data analysis, and reporting (including drafting journal articles); experience with SPSS or SAS programming; proficiency with Excel; experience with data management including data cleaning, merging data, aggregating data, matching data files; attention to detail and superior organizational skills; excellent analytical, interpersonal, organizational, verbal and written communication skills.QUALIFICATION REQUIREMENTS:To be appointed to Assignment Level IV-A, candidates must have:1. A Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or researchcapacity in the appropriate field of specialization; or2. A Master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field ofspecialization; or3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.NOTE:  NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
